Yes, it's to make sure that if you enter, say a trombone part, in treble clef that it gets set correctly in the part.
that doesn't really work, does it? if there is a treble clef passage it would likely be in tenor in the PT, no? but the default clef should be bass for bone PTs. in any case, the setup wiz doesn't set clefs in the transposition, it only sets transposition to key sig of "none". no clefs are set in the default file for trombones (although of course you can change it), but they are set up for instruments that are sure to need different clefs in the PT.
i can't take time to look into this roght now, but i beieve setting useKeySigs to 0 will make the instruments use chromatic transpositions but you can't set it to not be set as a transposing instrument.
in the end, there is no harm in having non-transposing instruments set to a transposition of 0 but it just isn't correct functionality.
