Hi Andrew, YouTube (and most other online video) is Flash-based. You will need to download the latest version of Flash for your OS, which you can probably do from Adobe's website.
(You may also need to upgrade your browser, but you will definitely need to install Flash.) Internet Explorer for Mac has been discontinued for years (and was a terrible browser anyway). But I believe 5.2 was the last Mac version they made. You should be able to upgrade to the most recent version of Safari that supports 10.3.9 using Software Update. Firefox 2.0.0.20 is the most recent version of Firefox that supports 10.3.9. You can download it here: http://mac.oldapps.com/firefox.php (Scroll down.)
