I have a piece with three endings, where 1 & 3 are identical. Is it

Depends upon the context. I've seen it done this way in brass band parts
produced in an era when labor and paper were expensive, but the last
piece in which I observed this, also had different ending layouts from
one part to another.
If the the work is a critical edition, in which your aim is to reproduce
the original layout exactly, then perhaps. Also, if there is another
sound reason to do so (e.g., the only way to prevent a particularly
awkward page turn), but otherwise, when you can produce pages of
material with a couple of mouse clicks, and when paper is cheap, what is
achieved by doing so?
