In my experience, sound systems rarely work as advertised to solve problems (outdoor venues excepted). It has also been my experience observing money distribution, fundraising, and budgetary issues in all kinds of institutions, that physical objects get paid for over personnel by some ridiculous ratio - I don't know, 100 to 1?
