You don't mention the version, but I assume you have the Selection Tool.

Select all of both staves, then hit 1 (above the letter q, not on the numeric 
keypad). This is the metatool to implode music. Select "top staff of selection" 
and hit OK. The lower staff will be copied into the upper staff of the 
selection. There might be some minor cleanup to do.
