Yeah, might be easier to just extract those parts into a separate document.
BUT, there is a way to do it, assuming the score is set up correctly.
Generate a new part. You can then define the voices to show the correct 1st
or 2nd part (again, assuming the music was entered correctly). Assign the
staff you want to appear in that part.* In the new part, assign a staff
style to that part only. Define the staff style to alter the transposition
(2012b) by an octave.
Use TG Tools Modify Layout to get the part to match the original in terms
of measures per system, etc.
I use this method to create Baritone TC parts.
*A word of warning, if you assign a staff that's already assigned to
another part, Finale sometimes will remove it from the original part.
Double check all your parts to make sure the definitions are still in tact.
You can also add staves to the score that don't print. Copy the music into
that staff and generate a part using that staff.
