Unfortunately, the way Finale works is to have one measure equal one
measure, always. Since you have ten measures in all the parts except
8 measures in the drums, this is not going to work in the way that
Finale would easily do it (say, 2/4 versus 6/8 would be easy.)

There is a way to do this, though. You should create two large
measures of 16/4 or the equivalent (display as 4/4) so that each
"measure" takes up an entire system, and add barlines as staff
expressions. There are excellent ones included in the latest versions
of Finale, in the Miscellaneous category. You will also have to open
up some extra space after some of the fake barlines in order to put
in a dummy time signature as an expression. It IS possible to have
Finale take expressions into account for spacing purposes, but you
don't want this for OTHER expressions, so I would create an
articulation that is a blank character, and take ARTICULATIONS into
account for music spacing. This can only be applied to a note or real
rest, not a default rest. You can nudge it around as needed to get
the amount of space you need. Once you do it properly for one
"measure" you can copy it to other places as needed.

Dennis B-K, if he is reading, knows this inside out, and will almost
certainly have some refinements to suggest.
