Hi Jef,

It's always been this way. Inserting staff systems means you have completely 
redo layout after that point.

Margins depend on "Page Format For Score" -- if you've made changes without 
updating, then new systems inherit the old settings.

The new "Hide Empty Staff Systems" command is better than optimization because 
it won't inadvertently hide staves containing music, but it still needs to be 
manually re-applied if the layout changes.
