I have not encountered this (yet), but I seem to remember that staff lists
are by design not strictly honored. That is, Finale tries to be intelligent
about figuring out whether you want the expression to appear on the top
staff of a group and puts it there regardless of which staff is optimized
out at the top of the group.

This is a great feature...until it isn't, when it truly sucks. My general
attitude towards "intelligent" software features is, heaven save me from
them. But that doesn't seem to be the consensus.

If this is Randolph is encountering, I would remind him that it is possible
to hide assignments on individual staves, even with a staff list.
