In the Selection Tool, right click the time signature and choose "4/4 display as cut time".
The reason is that the document option ONLY affects 4 eighth notes in 4/4, not in cut time nor any other time signature, so if you want to invoke it, you will have to be in 4/4, but displaying something else.
