We had better make sure we are using the same terms.

Part in Finale is NOT the staff name, though most of the time they are the
same. You create a PART and add a STAFF to it. The PART name can be different
from the STAFF name. Once you are in the part, go to the Score Manager. You
unlink the instrument, click on the Instrument Name to change the instrument (I
don't see Trumpet in E Flat, but you can choose Trumpet in D), then go to
Transposition in the bottom right corner of the window and click it. Choose E
flat down minor 3rd etc., and the transposition should be correct WITHOUT
AFFECTING THE SCORE. You may need to manually edit the name of the part in
Document menu>Manage Parts because it might be called Trumpet in D now.

I don't know what you mean that the "score still changes keys on part A". If
you changed the INSTRUMENT or the TRANSPOSITION while only the part in question
was showing, AND the instrument was unlinked, then the part should be
transposed according to the new instrument chosen without affecting the score.
If you change keys in the score, then of course the part will change keys too,
but the transposition should still be for E flat trumpet.

I don't know if you are using the Key Signature tool to try to change the key
of a linked part, but that doesn't work. You need to change the TRANSPOSITION
while in the SCORE MANAGER.

I don't remember what version of Finale you are using. This only works for Fin
2012. Previous versions need the Staff Style approach.
