I hope I understand your answer correctly. I have seen these types of examples before and it had to do with the notehead's font annotation having a tiny box within the font annotation dbx and not surrounding the entire notehead. If the font annotation is wrong you will definitely see these issues with tenutos. Do a test in any version other than 2012 by moving the box within Font Annotation and making it smaller, within the notehead instead of around the entire thing. You should see your tenutos crash with your notehead.
What I believe you are seeing in FIN12 is a bug where the Font Annotation dbx does not portray visually what is actually going on in the program. This is probably the reason MM asked me to send my font to them so they could generate the FAN file. Easier than fixing it in the program I guess. I have also swapped FAN files from older versions of Finale (10, 11) and some things would be fixed but others were still broken. MM told me that new font annotations have to be created from scratch for them to work properly in 2012 and not to edit older FAN files. After all of my exhaustive testing with the initial release I concluded that they were correct. No way to get around it that I can see.
