I know why that is happening. When chord symbols play back, they use the patch of the staff they are assigned to, and only last as long as the first note they are associated with. This means that a MIDI note off message is sent at the end of the first note, and if you have a part on that note, it ends there, tied or not. Certain chord symbols have a playback associated with them, and there isn't really any way to know exactly what MIDI number (pitch and octave) they are going to use. This is why the effect is inconsistent.
Since you want to hear your written chords (rather than the Finale playback of chord symbols) all you have to do is turn off chord playback in the Chord menu. Alternatively, you could set the chords to play back on another channel other than the one that the staff plays back on, but that procedure has changed in 2012 and I don't know what version you are on.
