My assumption is that you would have an option to display a single rest in multiple layer music, provided the rests are identical. So, for example, two flutes on a line, in 4/4, with the first beat a rest for both parts (one in each layer) would result in a single quarter rest. Right now, you have to go to one of the layers and hide the rest. At least that's what I hope it means.
