The procedure I followed was:

1)  Click Selection Tool from main tool palette

2)  ctrl+a

3)  Select MIDI tool from MIDI menu tool bar

4)  Select MIDI Tool pull-down

5)  "Edit _K_ey Velocities" already ticked as default

6)  Clea_r_

Playback remains the same.

Have I missed something?
