I don't recall what the start of this thread was other than the problem 
with hiding the pedal staff in an organ score.

Did the file begin as a Finale template?  Did it begin with the Setup 
Wizard so that Finale's pre-defined instruments were used?

I just did an experiment:
1) used the Setup Wizard, selected Organ as the instrument.
1a) placed notes in top two staves for each system on the screen.
1b) used Staff Tool to try to hide the empty staves, which should have 
been all the pedal staves.  Couldn't hide any of them unless I did the 
tricks outlined in the thread.
2) started with Default Document (single treble staff assigned to Grand 
Piano)
2a) then I used the Staff Tool to add 2 more staves create the group for 
the top 2 staves with a bracket and barlines going through both staves, 
so it looked like an organ score.  2b) Then I used Score Manager to 
assign Church Organ patch to all three staves.
2c) entered notes on each of the top two staves in each system on the 
screen.
2d) used Staff tool to try to hide the empty staves -- all the pedal 
staves immediately disappeared.

I think it's not so much a bug as it is a design feature for the 
particular Setup Wizard document for Organ, since it is very possible to 
create our own Organ score and then be able to hide the pedal staves.
