The scanner creates a tiff, right? If so, you file->import the tiff into Fin14.5. I believe the issue here is that MM inexplicably and inexcusably removed the tiff import from Fin25. But if you import it into Fin14.5 (or some earlier version), you then save it as musx (or mus). There is no need to go through a music xml step.
