That doesn't sound like a joke to me. I haven't begun to do more than
scratch the surface of Dorico. I did just try to search for the word
"transpose" in the Dorico online help and got zero results returned.

I am certain that the development team is working on that sort of issue
-- they are all experienced from their days at Sibelius and they know
what capabilities need to be included in notation software.

I am also just as certain that Steinberg's front office finally said to
the development team (probably over some protests from them but I can't
state that as fact) that they needed to have a product on the market by
a specific date to try to recoup some of the major investment that
Steinberg had made in hiring them and giving them a few years (has it
been 2 or 3?) of "free play time" without the necessity of earning their
keep.

With this initial release, however incomplete it is, the cash flow has
begun and I am sure it will increase as more and more functionality is
added in the coming months as promised updates are produced.

In the meantime, missing such basic functions as transposing a section
of the music can be very frustrating.

Because of those missing basic functions I bought the program knowing
that I would continue to work in Sibelius for those projects I need to
get into the hands of others while I get comfortable working with Dorico
so that as it improves (which I'm certain it will) I will be able
gradually to shift my work over to Dorico and not have to worry about
the shaky financial status of Avid nor worry about whomever the current
owner of Finale is and when they will decide to sell it off again or
simply let it die.

All the while it will be interesting to see what new things get added to
Finale, Sibelius and MuseScore to pick up on what Dorico is doing.
