Just a quick follow-up in case it's helpful to other folks. Downloaded Keyboard Maestro for $36, and it worked perfectly.
Programmed F1 - F4 as layers 1 - 4, F5 to favor sharps in enharmonic spelling and F6 to favor flats. Then programmed F7 as Speedy Entry, F8 as dynamics, F9 SmartShape, F10 articulation, F11 as lyrics and F12 text. I think it'll significantly increase productivity.
