Yes, I have this problem from time to time on Yosemite, too. It looks like it’s a 2014.5 problem. I haven’t seen it in v25 yet.
cmd-E to switch from scroll to page view and then back again sometimes cures it, or changing tool and back again. But then sometimes cmd-E stops working, so I have to switch view using the menu instead.
