This is a document setting since a great many versions. Finale may have changed the default setting, though. Under Document Settings>Music Spacing>Avoid Collision of>Unisons: click None instead of Different Noteheads.
You might have to respace the document after this, and you might have to check “Clear Manual Spacing” when you do.
