You can’t get the multimeasure rests in the parts because you used real rests.  
Finale is doing what it’s supposed to do.

If I understand your question, you want two different multimeasure rests, 
correct?  If so, you can edit individual MMR in the part and change it to 
another shape you already have.  Right-click the measure for the change and 
select Edit MM.  You can then change the shape.  You should already have the 
shape created in your file.  If you hit the Select button, it will bring up the 
default shape in Shape Designer. Not what you want.  So delete the number in 
the field and then Select.  You will be taken to your shape library where you 
can select the alternate MMR you want.

I just tried this in Finale 25 and it works on a case-by-case basis.
