Thanks for your suggestions. Nothing worked. Finally, I copied the music from 
the affected staves, deleted them, reinstalled them, and pasted the music back. 
Success!
Go figure. 
Every once in a while the dot on my numerical pad stops working (creating 
dotted notes). The period key in the regular keyboard works as a standin. The 
next time I start the program everything is back to normal.
Or not. 
Just some of Finale's inscrutable mysteries.

Two possible issues: Check the Score Manager to make sure any potential 
transpositions of a minor second are inexplicably are not set. Also that score 
is Displayed In Concert Pitch (under Document).
