Raymond, you might go through the process again. Sometimes it takes more than one pass to fix – I’ve no idea why.

Select those same empty measures, then Break Multi-measure rest, then Create multi-measure rest. This has worked for me in the past when an errant item has entered what I thought was an empty measure.
