Handwriting recognition on a touch screen is already here -- there are 2 programs on iOS called Symphony Pro and Notion, both of which has handwriting recognition. There's a notation program at the Microsoft store which works very well on the Surface tablet, called StaffPad which handles handwritten notation very well. All three of those can export MusicXML for import into Finale/Sibelius/Dorico/MuseScore.

I have no clue how easy/difficult the rest would be, but handwriting recognition is making great progress.
