I think that is reasonable, yes.
Also, is it worth combining po/ChangeLog into the main ChangeLog, so that there is only one log to worry about?
While I admit I do not always keep po/ChangeLog strictly up to date, I'm not sure that the extra change log entries resulting from the need to do "make update-po" woud really add anything. If you think there is a benefit to merging the two, I'm certainly open to the idea.
