Yes, and if you look at what you downloaded (always a good idea in these
cases), you see that it is a small html text file that tells you that
you don't have permission to download this file. So they have a problem
on this server. 

Next possibility: Look at the tarball collection on the Fink sourceforge
server at http://fink.sourceforge.net/bindist/source/ whether it is
there (I think it is) and download it manually.
