Note that the proxy settings in the network panel do not affect Fink (they only affect programs that explicilty use them). Note also that after running fink configure to set the proxy, you have to open a new terminal window to make the settings active. So, you have entered them. Then you run fink and have it try to download something. Fink prints out the command it uses to download. I've got the developer tools. For now, you may want to grab the source of 1.2.2 instead till the maintainer of the gimp package gets to make a new revision using 1.2.3. YOu can get 1.2.2 e.g. from ftp://ftp.gimp.org/pub/gimp/v1.2/old/v1.2.2/gimp-1.2.2.tar.gz >If it only were as simple as it sounds... It is for most of us.
