It seems they ahd a big breakdown of servers at INRIA, so this is
probably only temporary.

That's where the Fink info file comes in and does its job. Have a look
at it, it contains for example

UpdateLibtool: true
UpdateConfigGuess: true

which is meant to educate the otherwise Mac OS X ignorant scilab sources
about the existence of Darwin.

If what you got is the exact same file that fink tried to download, then
just drop it into /sw/src/ and fink will find it there.
