Yes.

Well, the binary version installs binaries compiled by someone else, and
the source version downloads sources and compiles them. It then installs
them using the dpkg program in the same way as the binary installer does.

You have to distinguish between "fink - the distribution" which is at
version 0.4.0 and "fink - the package manager program" which is at
0.9.11.
