The problem is your running fink 0.4.1 on 10.2 and, this is only meant for 10.1. So I am not surprise that the new dlcompat hasn't shown up because your running the 10.1 tree and it ain't there. Follow the instructions here for upgrading fink on 10.2 http://fink.sourceforge.net/news/jaguar.php

Verify that /sw/fink/10.2 exists, and that /sw/fink/dists is a symbolic
link to /sw/fink/10.2.
