The "here-document" thing means the zone between matching "<<" signs, like in

CompileScript: <<
./configure %c
make STATIC_TEXMACS
<<

If the second "<<" is missing or not at the beginning of a line, you get the error message you are seeing.

Maybe you copied the file in a format that uses Mac line endings instead of Unix line endings?
