Okay, what finally worked was:
fink rebuild debutils
fink reinstall debutils
It produced new mktemp, tempfile and other programs in /sw/sbin.

Whatever package tempfile is in (fileutils maybe?) needs to be rebuilt,
and likely others, as well.
