That does indeed sound like a privilege issue:  you should be able to
save ~/.cshrc as yourself.   However, this probably isn't covered by the
utility, because that's geared for repairing privileges on the system,
rather than those for individual users.

Check whether you own your home directory:

ls -l /Users
