I've edited some of the config files in /sw/etc .  Also, I've installed
themes for fvwm2, without any problems.

As I see it, there are two possibilities:

1)  You are installing new files, but not overwriting anything that's been
installed by fink.  There should be no problem here, except for the minor
issue that the new files will still be around even if you uninstall ocaml.
But you can still delete them manually.

2)  You are overwriting some of the fink-installed files.  This could
potentially be troublesome, if there are incompatible libraries installed,
or something similar.

However, because CamlImages wants to put stuff in a subdirectory, it looks
like you are in situation (1), so you shouldn't have any problems.
Verify that you aren't overwriting anything that fink installed, however.
