First go and upgrade to the latest developer tools (December 2002) from apple, but it is a big download. Then run 'fink selfupdate-cvs' to update to the latest packages from cvs, as I have have just moved freeciv-1.14.0 to stable. So do a 'fink install freeciv' again and see how the latest version goes for you.

When I run the app, this is as far as I get:
