I'm not aware of a pg_sql, but if you mean pg_ctl (or psql?), then yes, that and postmaster should be in your packages. If they're not, then something went wrong with your postgresql build.

What is the output of "dpkg -L postgresql73-ssl"? (Feel free to e-mail me privately if it's a big list.)
