You can grab them from the distribution archive under

http://prdownloads.sourceforge.net/fink/direct_download/dists/fink-0.5.1

Go to main/ or crypto/, depending on what you want, and then go to
binary-darwin-powerpc.  If you are looking at main/, you'll also need to
go to the section.
