pico should be under /usr/bin.

What do you get from

ls /usr/bin


You aren't able to find the command fink, because you don't have /sw/bin
in your PATH, because .cshrc wasn't set up yet.

Did you make sure to start a new Terminal after you edited .cshrc?

Also, just to be sure, what do you get from

ls -a ~/.*rc

You don't have an acceptable cc because you don't have the Development
Tools installed.
