As far as I'm aware, it's just broken (in that way) in 3.0.7 -- khelpcenter runs in 3.1 final (in unstable) just fine.
Yes, you're right, in my desktopG4, I have installed KDE 3.1 and khelpcenter works fine. Thanks for the information!
It appears it can't find some html files there, though, so I'll have to look into it.
The answer for now is "yes, it's broken".
