I'm not sure which package(s) depend on doxygen.  I did locate the
problem within doxygen's info file, though:

Depends: libpng3-shlibs, graphviz, pdftex (>= 20010417-9) | system-tetex
| tetex-base (>= 2.0-1) | tetex-nox, hyperref (>= 6.72-2) | system-tetex
| tetex-texmf (>= 2.0-1), fileutils
BuildDepends: libpng3, tetex-base, ghostscript | ghostscript-nox,
fileutils, tetex-macosx | tetex-base (>= 2.0-1) | tetex-nox,
dlcompat-dev

It has a Depend on system-tetex, but not a Build-Depend.
