I'd guess that the warnings are harmless, and you got zero entries because
things were up-to date.  You can test this by running

setenv LC_ALL
setenv LANG "en_US"

and then do the scanpackages again.

I've just tried following the instructions in MacAddict for installing Fink
and X11. The installations seem to have gone fine. But when I attempt to use
Fink for the initial "scanpackages", I get a bunch of terminal output that
seems to be saying that my Perl "locale" settings are incorrect, and that
zero entries were output to the fink database. When I run Fink Commander, I
see nothing listed in the packages table.

I have no idea what is incorrect in my setup or how to correct it. Can
anyone help? (The terminal output follows...)
