It's in the unstable tree: this version of texmacs got released to stable without guile16 being there (maintainers cc'ed).
Yes, sorry, I was too hasty. But it's a pity that guile16 isn't in stable. I will downgrade texmacs in stable to a previous version if guile16 doesn't show up there soon.
