You have an existing X11 installation in /usr/X11R6/lib.
This package refuses to overwrite these. Remove them, then tell Fink to
install xfree86-shlibs again. (The package won't be recompiled.) If you want
to keep your X11 installation, install system-xfree86 resp. system-xtools
instead to make this known to Fink's package system.

I am CCing the virtual packages maintainer (and also the maintainer of the old system-xtools package if he is still around), because I suspect that if he gets into contact with you and asks a few questions, he will easily be able to fix the virtual package system so that it works with Xtools.
It really shouldn't matter as far as I know; I'm not aware of anything in Fink that depends specfically on xtools features, so XTools should satisfy system-xfree86 just fine.
What does "fink-virtual-pkgs" output?
