It means indeed that ghemical has not yet been moved to 10.3. I have no information why this is so, whether there are problems with it not building or running on 10.3 or whether just nobody has yet had the time to look at it.
You could help here: Copy the ghemical info and patch files from 10.2-gcc3.3/unstable to your /sw/fink/10.3/local/main/finkinfo/ (create this directory if it doesn't yet exist) and then try whether "fink install ghemical" works. If it does, write to the maintainer and to the list and it will be moved on the server. If it doesn't, write to the list again and we will see.
