This may (or may not) give a hint about what is wrong: Do you have the file /sw/bin/apt-config? Like

costabel% ls -l /sw/bin/apt-config
-rwxr-xr-x  1 root  admin  680532  2 Jan 15:48 /sw/bin/apt-config

If yes, then something is wrong with your PATH. In FinkCommander, look at the places in the Preferences where it talks about path settings. You might also want to rerun the /sw/bin/pathsetup.command script.

If no, then you should reinstall Fink, because this is one of the basic parts of Fink, it won't work without it.
