I have downloaded the August 2003 updater as described in the FAQ in order to upgrade to KDE 3.2 as shown in the SourceForge package info (requires OS10.2 & gcc 3.3 or Panther). How do I now get Fink Commander to recognize that I have done so and show the newer KDE version in the package list. I tried updating descriptions and update-all does not seem relevant. I have the unstable versions enabled. Thanks mucho!

Try running in a terminal 'sudo /sw/lib/fink/postinstall.pl' and check that 'ls -l /sw/fink/dists' shows that dists is point to 10.2-gcc3.3 (and not plain 10.2):
lrwxr-xr-x 1 mommsen admin 4 Mar 8 17:45 /sw/fink/dists -> 10.2-gcc3.3
Running another selfupdate in FinkCommander should show you KDE 3.2.
