That's the problem: if you look at the package database entry:

http://fink.sourceforge.net/pdb/package.php/rdesktop

you'll note that the package is in the 10.2-gcc3.3 tree, and won't be seen on a 10.3 system--unless you copy the .info (and .patch, if present) file over to your 10.3/local tree (similar to FAQ 5.8 for "if you want only a few packages").
