OK, when I try
sudo apt-get install libtiff-shlibs

I get the following- which claims I already have the latest version.

Reading Package Lists... Done
Building Dependency Tree... Done
Sorry, libtiff-shlibs is already the newest version.
0 packages upgraded, 0 newly installed, 0 to remove and 0  not upgraded.

However, when I try
dpkg -l libtiff\*

I get the following, which shows that I've got 3.6.1-1 as you predicted.

Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)
