During 'fink configure', there is a set of questions:
  Proxy/Firewall settings
during which you are prompted to enter proxies, with the instruction:
  The URL should start with http:// and may contain username,
  password or port specifications.
...and then no explanation of exactly how the URL should look :(
The complete specificiation would be something like:
  http://username:[EMAIL PROTECTED]:port

IIRC, some older versions of curl may not handle that correctly so you
may have to install fink's (or better yet curl-ssl) pkg.
